How, really how do I get out of the rut I'm stuck in?

Hello People , I am looking for a glimmer of hope or I am not sure . But well I am 29 and have pretty much wasted life from 21 and have been at a standstill for all these years. Currently still at home , have been in a job for years but not progressed at all , either
